Deputy Country Director for Programs - Mozambique
A full-time humanitarian & development role at Solidarites International, based in Pemba, Mozambique.
About the role
Solidarites International (SI) responds to urgent needs in humanitarian crises worldwide. This role is based in Pemba, Cabo Delgado, Mozambique - a province affected by displacement and armed conflict since 2017. The Deputy Country Director for Programs (DCD-P) oversees all programmatic operations (WASH, food security and livelihoods, shelter/NFI, emergency response), manages a team of Programme Managers and a MEAL Manager, and ensures donor compliance and reporting quality across all bases. Salary: EUR 2,860 gross/month (EUR 2,600 base + 10% annual leave), plus USD 750/month per diem. Deadline: 13 July 2026. The position was posted on 7 May 2026.
Responsibilities
- Supervise Programme Managers and the MEAL Manager across all Mozambique operational bases.
- Guarantee quality project implementation and compliance with donor requirements (ECHO, FCDO, BHA, UNHCR, UNICEF).
- Lead the programme proposal cycle: design, budget development, writing, and review.
- Strengthen monitoring and evaluation systems; drive data-driven programme adaptation.
- Represent SI with donors, UN agencies, and local authorities in Cabo Delgado.
- Coordinate with SI’s technical departments at headquarters (Paris) for validation of programme approaches.
- Work alongside the Country Director on strategic planning and context analysis.
Requirements
- Master’s degree in humanitarian action, development studies, or a related field.
- 3-4 years of experience in the humanitarian sector, including at least 3 years in a senior supervisory position.
- Strong project cycle management skills; experience with multi-sector WASH, FSL, or shelter programmes.
- Proven proposal writing and donor reporting capacity.
- English is mandatory; Portuguese is strongly preferred for Mozambique context.
- Ability to work in a volatile security environment (Level 2-3 context).
Nice to have
- Prior experience in Mozambique, Cabo Delgado, or an active conflict zone in southern or eastern Africa.
- Familiarity with SPHERE, CHS, or other humanitarian quality standards.
- Experience managing local implementation partners and community-based organisations.
