Overview

The Heinrich Böll Foundation awards scholarships to outstanding Masters and PhD students studying at German universities. The foundation is affiliated with the German Green Party and prioritises applicants with a clear commitment to ecology, democracy, and human rights. Around 1,300 scholars from roughly 100 countries hold HBS funding at any given time, making it one of Germany’s most internationally diverse foundation scholarship programmes.

International applicants who have not yet started their degree in Germany may apply before enrolment. The application portal opens approximately six weeks before the 1 September deadline. All applicants must demonstrate at least B2-level German through a Goethe-Institut certificate or equivalent.

Benefits

Masters students receive:

  • EUR 934 per month living stipend (current BAföG rate)
  • EUR 300 per month study cost supplement
  • EUR 100 per month health insurance subsidy
  • Annual book allowance of EUR 300

PhD students receive:

  • EUR 1,200 per month living stipend
  • EUR 100 per month research cost allowance

Funding runs for the standard programme duration (up to two years for Masters, three years for PhD), subject to annual renewal based on progress reports submitted to the foundation.

Eligibility

  • Enrolled or accepted at a German university for a Masters or PhD degree
  • Citizens of any country; priority is given to applicants from DAC-list countries who have not yet taken up residence in Germany at time of application
  • Under 30 years of age for Masters applicants; under 35 for PhD applicants
  • At least an upper second-class degree (or equivalent) in your most recent qualification
  • Demonstrated commitment to social causes aligned with the foundation’s core values: ecology, democratic governance, and human rights

EU citizens and long-term German residents are also eligible but compete in a separate category.

How to Apply

  1. Apply to or secure admission at a German university for your chosen Masters or PhD programme.
  2. Collect: CV, motivation letter (max 2 pages), two academic references, degree transcripts, proof of German proficiency (B2 minimum), and a two-page research or study plan.
  3. Submit through the online portal at boell.de during the application window of 15 July to 1 September 2026 (noon CET).
  4. Shortlisted candidates are invited to an assessment interview in November or December 2026.
